ORS 646A.087 covers anyone who offers or sells goods or services online. Are restaurants or hotels exempt in Oregon?

Not under this section. Unlike Colorado or Virginia, ORS 646A.087 has no separate restaurant, hotel or gratuity route. Its exemptions are limited to the listed financial businesses and broadband providers in subsection (3); everyone else selling online follows the general rule and the three listed exclusions from the price.

Does the law cover prices shown only in a physical store?

The section is written for "a person that offers or sells goods or services online", and the rule is about the price that person advertises, displays or offers. It does not separately address a business that has no online offer at all. If you sell online, apply the rule to every price you show online.

Is a bank exempt for everything?

No. The finance exemption applies only "to the extent" the business must give disclosures for a transaction under the listed federal laws (646A.087(3)(a)). A product or fee outside those federal disclosure regimes is not covered by that wording.
